Founder and Veterinarian

Dr. Alberto Rullan co-founded Performance Equine Veterinary Services (PEVS) in 2009 alongside his brother, William Rullan. Together, they built a leading veterinary practice dedicated to diagnosing and treating performance-related issues in horses. Driven by a mission to transform patients to reach their peak performance abilities, PEVS has become a trusted name in equine care. In 2018, Dr. Rullan further expanded his impact on equine health by founding the Equine Performance Innovative Center (EPIC), a state-of-the-art rehabilitation facility specializing in cutting-edge therapies for performance horses. His vision is to positively impact the lives of 1 million horses through advanced veterinary care and innovative treatment approaches.

Dr. Rullan earned his Doctor of Veterinary Medicine degree from the University of Pennsylvania, School of Veterinary Medicine in 2006. He completed his Bachelor of Science degree at Pennsylvania State University in 2002. Following graduation, he pursued an intensive equine internship at Louisiana State University Veterinary Teaching Hospital and Clinic, where he gained advanced expertise in equine medicine, surgery, and therapeutic techniques.

As a certified member of the International Society of Equine Locomotor Pathology (ISELP), Dr. Rullan brings specialized expertise in diagnosing and treating complex locomotor issues in performance horses. This certification reflects his commitment to providing the highest standard of care in equine lameness diagnostics and treatment.

Dr. Rullan frequently travels internationally to further his knowledge in equine rehabilitation, locomotor pathology, and regenerative therapies, including advanced stem cell treatments. His approach focuses on leveraging these advancements to enhance recovery and help horses achieve their peak potential.

In addition to his clinical work, Dr. Rullan has collaborated with various non-profit organizations to provide veterinary care to underserved equine populations. His efforts include delivering essential treatments and sharing critical veterinary knowledge with communities in need, demonstrating his dedication to improving equine welfare worldwide.

Director of Medical Services

William “Willie” Rullan, the Director of Medical Services at Performance Equine Veterinary Services, has been a pivotal part of the practice since its inception alongside his brother, Dr. Alberto Rullan. Growing up on a cattle farm in Puerto Rico, Willie developed a profound passion for horses from a young age, a passion he shares with his brother. His journey in veterinary care began in earnest when he moved to Ocala, FL, to help establish Performance Equine Veterinary Services in 2009. Initially starting as the practice’s sole technician, Willie has been instrumental in its growth. He solidified his expertise through an Equine Veterinary Technician certification from the University of Florida. Willie’s extensive experience and dedication to equine health have been integral to the success and reputation of the practice. Yolanda Matas, Office Manager

Yolanda Matas, originally from Spain, has been an essential member of the Equine Performance Innovative Center (EPIC) team since January 2019. Her introduction to the equine world began 30 years ago through her husband, a thoroughbred horse trainer, igniting her enduring passion for horses. At EPIC, Yolanda cherishes the opportunity to work closely with horses and values the camaraderie and guidance of a remarkable team, especially Dr. Alberto Rullan. Her enthusiasm for her work and the equine world significantly enriches the EPIC family.

Andrew Vanlangendonck, Rehab Barn Manager 

Andrew Vanlangendonck, Rehab Barn Manager 

Andrew Vanlangendonck is a 2nd generation horseman whose family owns and operates Summerfield Sales Agency, the largest thoroughbred weanling, yearling and broodmare consignment in the state of Florida.  Andrew began his hands on experience with young bloodstock at 11 years old, where he would help feed, groom and sales prep horses for the sales. He continued working with horses everyday until he graduated high school and joined the United Sates Airforce. During his military service, Andrew was stationed overseas for 8 years in many countries to include Bahrain, Afghanistan, Japan, South Korea, Turkey, Lithuania and Germany.  After a decade of placing his country before his own dreams, Andrew honorably separated in January 2018 as a decorated combat veteran to return home. He immediately dove back into horses and dedicated all his time to learning and experiencing every facet of the thoroughbred industry, ranging from sales, farm management, training, reproduction, rehabilitation, to assisting Hall of Fame Trainers with Breeders Cup and Kentucky Derby contenders.
